Ballester is a former Colonel who was dismissed from the Army after uprising to demand democratic elections. In this interview he recall his efforts to establish a center for democratic military (Cemida). He complains that the civil rulers didn’t give him attention (so to not offend active Army men) and that the Army educative institutes didn’t change at its core. On the other hand, the Cemida men has been hired by international agencies to serve as experts in trials for Human Rights violations by military men.

Ballester es un ex coronel destituído del Ejército después de levantarse reclamando elecciones democráticas. En esta entrevista recuerda sus esfuerzos para establecer un Centro de Militares por la Democracia (Cemida). Se queja de que los gobernantes civiles no le prestaron atención (para no ofender a los militares en actividad) y de que los institutos educativos militares no han cambiado en su esencia. Por otro lado, los hombres del Cemida han sido contratados por agencias internacionales para servir como expertos en juicios por violaciones de Derechos Humanos por parte de militares.
