New Year is almost hear and there’s a bit of time for a last post. Ciapuscio remembers the bloody war that between 1864 and 1870 almost erased Paraguay from the map (more here). It was mentioned by the new president Cristina Fernández, seemingly to hit a blow by proxy to “La Nación”, the newspaper founded by Batolomé Mitre, the Argentinian president that entered the war against the will of most of the people. The paper answered in patriotic amends to Mitre’s memory and renowed condemn of Paraguayan dictator Solano López.
Ciapuscio fails to mention that it was Brazil who seek the war and the British Empire who financed it in desperate search for cotton for its halted factories after the American Civil War. Paraguay was the only industrial country here by that time with high protective commerce taxes. After the war there was no barriers to free trade and huge debt payments to the Baring Bros for another 50 years at least.

Casi es Año Nuevo y apenas hay tiempo para un último post. Ciapuscio recuerda la sangrienta guerra que, entre1864 y 1870 casi borró al Paraguay del mapa (ver acá). Fue mencionada por la nueva presidenta Cristina Fernández, aparentemente como tiro por elevación contra La Nación, el diario fundado por Bartolomé Mitre que fue el presidente argentino que entró en esa guerra contra la voluntad de la mayoría del pueblo. El diario respondió con un patriótico desagravio a la memoria de Mitre y renovada condena a Solano López, el dictador paraguayo.
Ciapuscio falla en mencionar que la guerra fue buscada por Brasil y que el Imperio Británico la financió, desesperado por la necesidad de algodón para sus fábricas paradas tras la Guerra Civil Norteamericana. Paraguay era aquí el único país industrializado por entonces, con grandes tasas protectoras al comercio. Tras la guerra no hubo más barreras al libre comercio ni a los gigantescos pagos de deuda a la Baring bros. por lo menos 50 años.

While in a short visit in Argentina for the IDEA colloquium, the Mexican writer answered to a fast interview. Asked about his interest on Power matters he underscores the ability by the Power to justify the worst deeds with cynicism. He declares himself a non-believer on the human virtues perfectibility and hence rejects any pursue of purity in any field. But he also acknowledges a positive awareness and defensive actions taken by regular people against the abuses of power by the rulers. He scorns the war launched by George W Bush justified by lies.
Fuentes is a pleasant man to hear and an handsome one to envy. So, if you think I took a little revenge from him here, that goes on you.

Durante una corta visita a la Argentina por el coloquio de IDEA, el escritor mejicano respondió a una rápida entrevista. Preguntado por su interés en las cuestiones del Poder, subraya la capacidad de éste para justificar las peores acciones con cinismo. Se declara un descreído en la perfectibilidad de las virtudes humanas y por lo tanto rechaza la busca de pureza en cualquier campo. Pero también reconoce como positivas una mayor toma de conciencia y de acciones por parte de la gente común contra los abusos de los gobernantes. Él desprecia la guerra lanzada por George W. Bush justificándola con mentiras.
Fuentes es un hombre agradable de escuchar y un pintón para envidiar. Así que si alguno piensa que me tomé una pequeña venganza contra él acá, va por su cuenta.

Dr. Ciapuscio recognizes that Nestor Kirchner’s time in office has shown an improvement in the attention posed on the science and technology fields. Now, it seems, this trend will be followed by Cristina. Two signs to keep hope: a dedicated new Ministry and a coming agreement of joint basic scientific research with Brazil. Many questions still remain about the implementation, the role to be accomplished by the private sector et cetera. In the end the article praises the coherence with which our neighbors has been improving the science-technology-industry relationship over the last decades.
I agree with most of these opinions but I find hard to trust to a private sector (business class, bourgeois, or the name you like) who has been in the past very hostile to science, absurd as it sounds. Many of them joined the military in their tagging the scientists as “subversives”. They just wanted protective tariffs and the worker’s demands to be suppressed. Today, when the main industries are of foreign own, who will be the private investor to sponsor, say, the development of nuclear central building ability of the Invap as to compete in the global market? Which one if not the State’s government itself? By the way, this is the reason for the success of populist politicos in Latin America that “purists” democrats dislikes so much.

El Dr. Ciapuscio reconoce que durante el gobierno de Nestor Kirchner se vio un mejoramiento en la atención puesta sobre la ciencia y la tecnología. Ahora parece que esta tendencia será continuada por Cristina. Dos señales para tener esperanzas: la creación de un Ministerio del ramo y un próximo acuerdo con Brasil para coordinar la inversión en investigación básica. Varios interrogantes permanecen acerca de la implementación, el papel asignado al sector privado, etc. Hacia el final, el artículo encomia la coherencia con la que nuestros vecinos han venido mejorando la relación entre ciencia, tecnología e industria durante las últimas décadas.
Estoy de acuerdo con la mayoría de estas opiniones pero encuentro difícil confiar en un sector privado (empresarios, burguesía o el nombre que guste) que ha sido antes muy hostil a la ciencia, absurdo como esto suene. Muchos de ellos junto a los militares etiquetaron a los científicos como “subversivos”. Ellos sólo buscaron tarifas proteccionistas y la supresión de las demandas obreras. Ahora, cuando las principales industrias son de propiedad extranjera, ¿cuál va a ser el inversor privado que patrocine, digamos, el desarrollo de la capacidad del Invap para construir centrales nucleares y competir en el mercado global? ¿Quién sino el gobierno estatal mismo? Dicho sea de paso, esta es la razón del éxito de los políticos populistas en Latinoamérica que disgustan tanto a los demócratas puntillosos.

As a political caricaturist I’m not used to this kind of request. Last week I received the picture of a woman (you can see it here) with the tag “sexologist” and no further details. She didn’t look as a scholar, so I decided to play a little. When the interview was published it turned out to be a masseur and sex adviser. Incidentally, she’s the sister of a famous soap-opera actress too.

Como caricaturista político no estoy acostumbrado a este tipo de encargos. La semana pasada recibí la foto de una mujer (se puede ver aquí) con el título “sexóloga” sin más detalles. No parecía muy académica, así que decidí jugar un poco. Cuando la entrevista salió publicada resultó ser una masajista y consejera sexual. Casualmente es también la hermana de una famosa actriz de telenovelas.

I just drop some strategic stains of color in Corel Painter© and pull out them until the continents, sea currents and clouds looks true enough to me. Like playing God. Funny, isn’t it?

Oppenheimer doesn’t like the reluctance by Hillary when it comes to Free-trade agreements (even though her reluctance is not as strong as that of Obama or Edwards). He contends that Nafta was beneficial to every side with cheaper imported goods for the average consumer and increased exports and new jobs in non-manual branches.
I’m not in the mood to rise an argument today, but I’m not so sure what the broken Mexican peasants that flood Mexico City every year think about this.

A Oppenheimer no le gusta la reticencia de Hillary hacia los acuerdos de Comercio libre (aunque la de ella no es tanta como la de Obama o la de Edwards). Él sostiene que el Nafta fue beneficioso para todas las partes, con importaciones baratas para los consumidores medios y nuevos trabajos en ramas no manuales.
Hoy no estoy con ganas de discutir, pero no estoy tan seguro de lo que piensan los campesinos mejicanos arruinados que inundan la Ciudad de México cada año.

In a hurry again; and it shows. A special envoy is in Bolivia where things are heating. In this interview Evo set his post (and those of the hostile governors) to be ratified by the people. He’s confident in the democratic way to solve the many imbalances in his country, and keep struggling with secessionist tendencies in the Eastern provinces.
There’s a simplified vision of Morales as just a follower of Chávez. But Morales made his way into the presidency step by step starting at the lowest social ranks; building his party, organizing workers. I think that he shows a remarkable balance between his will for change and the realization of the many obstacles of a complex reality.

De nuevo apurado; y se nota. Un enviado especial está en bolivia donde las cosas se calientan. En esta entrevista Evo pone su posición (y las de los gobernadores hostiles) a la ratificación popular. Confía en la vía democrática para solucionar los muchos desequilibrios de su país y continúa luchando contra las tendencias secesionistas de las provincias orientales.
Hay una visión simplista de Morales como apenas un seguidor de Chávez. Pero Morales hizo su camino a la presidencia paso a paso desde el último escalón social; construyendo su partido, organizando trabajadores. Pienso que muestra un notable balance entre su voluntad de cambio y la conciencia de los muchos obstáculos de una realidad compleja.

The author of this article tells the story of Kader Abdolah, an Iranian exiled in The Netherlands who recalls his young years as a student. His father -an illiterate and deft carpets artisan- used to brought any book he can find to his son. Overwhelmed with useless books the son stored them in the roof, to his father disappoint -and his own future remorse.
The kind of story my friend Patricia would enjoy.

El autor de este artículo relata la historia de Kader Abdolah, un iraní exiliado en Holanda que recuerda sus años de estudiante. Su padre -un artesano de alfombras analfabeta y sordomudo- solía traerle a su hijo cualquier libro que pudiera conseguir. Abrumado con libros inútiles el hijo los arrumbó en la azotea -para desencanto de su padre y su propio remordimiento futuro-.
El tipo de historia que le gustaría a mi amiga Patricia.
